this patch offers a new ping system, a rework on taric, and various nerfs
Taric is a great bullyer early game, and therefore they have nerfed his early game ability by taking away the flat armor bonus on his aura, and now it scales on his total aura instead of per skill level.
now tarics passive introduces bonus damage per mana , this gives a more teamfight/lategame aspect of the character, instead of a dude who just stands in the back.
they are adjusting Xin Zhao because of his low cooldowns, allowing him to through crowd control spells over and over with no stop, for such a tanky character the damage and crowd control and sustained damage was just too high.
They are nerfing kayle (HURRAY! my favourite change) The damage amplification of reckoning and slow duration are nerfed to reduce her lane presence down to a more managable level. Personally this was extremely neccessary because Kayle in AP mid lane was just way too powerful.
New blitzcrank skin (iBlitzcrank)
and a new system for demonstrating HP bars, this way players can see when an ally or enemy has over 3000 health points much more clearly.
